A RESOLUTION IN SUPPORT OF
AN ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM (ITEP)
GRANT APPLICATION FOR
STEARNS ROAD MULTI-USE PATH IMPROVEMENTS

WHEREAS, the County Board of DuPage County, by prior resolution at its September 8, 2026 meeting, approved a contract to undertake preliminary engineering of a proposed multi-use path along Stearns Road from the DuPage/Kane County Line to Sayer Road; and
WHEREAS, the Stearns Road Multi-Use Path project was identified as a high priority project in the DuPage County Bikeway Plan and is consistent with the strategic priorities identified in the Plan; and
WHEREAS, the Illinois Transportation Enhancement Program (hereinafter “ITEP”) is administered by the Illinois Department of Transportation (hereinafter “STATE”) to fund transportation improvements that provide and support alternate modes of transportation; and
WHEREAS, funds for the current ITEP Cycle are to be awarded for up to $5,000,000.00 maximum per project, on a competitive basis for well planned projects that provide and support alternate modes of transportation; and
WHEREAS, an ITEP Grant will fund 80% of eligible preliminary engineering, design, construction, and construction engineering costs and 50% of right-of-way and street lighting costs of the proposed improvements; and
WHEREAS, the County Board of DuPage County desires to authorize the submission of an ITEP grant application request of $5,000,000.00 to the STATE for the Stearns Road Multi-Use Path project.
NOW, THEREFORE, BE IT RESOLVED that the Director of Transportation, or his designee, is hereby authorized and directed to submit an application to the STATE for ITEP grant funds for design engineering, right-of-way, construction, and construction engineering for the 31st Street Multi-Use Trail from Highland Avenue to Meyers Road, Section 11-00201-02-BT.
BE IT FURTHER RESOLVED that, if the ITEP Grant is awarded and the County undertakes the project, the County hereby commits to being responsible for payment of the required local matching funds, (estimated $1,250,000), ineligible costs, cost overruns, any additional cost over $6,250,000, or other project costs not covered by ITEP funding, as determined by the STATE, and the applicable funding agreement and any necessary authorization for the expenditure of County funds shall be brought forward to the DuPage County Board, in accordance with County requirements.
BE IT FURTHER RESOLVED that the Director of Transportation, or his designee, is hereby authorized to execute any other documents necessary and pertinent to the ITEP grant application and shall take any such action as may be necessary to prepare and submit the application.
BE IT FURTHER RESOLVED that an original copy of this Resolution be sent to the Illinois Department of Transportation by and through the Division of Transportation.
