DETERMINING THE COMPENSATION OF
DUPAGE COUNTY ELECTED OFFICIALS

WHEREAS, Article VII, Section 4 of the Illinois Constitution defines the County Board Chair, Sheriff, County Clerk, and Treasurer, as County Officers; and
WHEREAS, Division 4-6 of the Counties Code authorizes the County Board to determine the compensation of County Officers; and
WHEREAS, Section 2-3008 of the Counties Code authorizes the County Board to determine the method of compensation of its members and to determine their salary; and
WHEREAS, the Local Government Officer Compensation Act provides that whenever the compensation of elected officers of units of local government is fixed by that unit of local government, such compensation shall be fixed at least 180 days before the beginning of the terms of the officers; and
WHEREAS, pursuant to 55 ILCS 5/3-6007.5(b), the salary of an elected Sheriff shall not be less than 80 percent of the salary of the State’s Attorney for the county in which the Sheriff is elected; and
WHEREAS, pursuant to 55 ILCS 5/3-6007.5, the state will pay 66 2/3% of the total annual salary of a County Sheriff and the remaining 33 1/3% shall be paid by the County; and
WHEREAS, Article 3, Section 2.5(a) of the School Code sets forth an annual salary for the regional superintendent of schools, which is paid by the State of Illinois based on the population of the educational service region; and
WHEREAS, Article 3, Section 2.5(a) of the School Code further authorizes County Boards to provide additional compensation for the regional superintendent of schools; and
WHEREAS, Division 4-6 of the Counties Code further provides that the Sheriff, County Clerk and Treasurer shall, in addition to the compensation provided by the County Board, receive an additional award or stipend payable by the State of Illinois, separate and apart from the compensation of such officer as set by the County Board, as payment for duties such officer must, by law, render to the state; and
WHEREAS, the County Board has from time-to-time provided by ordinance that the elected officers for whom it determines the compensation may, in their discretion, participate in additional non-salary employee benefits as part of their compensation as fully set forth in FI-O-0011-16.
NOW THEREFORE, BE IT ORDAINED BY THE DUPAGE COUNTY BOARD, that the County-portion of the salaries of the County Clerk and County Treasurer shall be and hereby are determined as follows:
FY2027: $154,390
FY2028: $159,021
FY2029: $162,202
FY2030: $165,446
and; further
BE IT ORDAINED, that the salary of the County Board Chair shall be and hereby is determined as follows:
FY2027: $185,000
FY2028: $190,550
FY2029: $194,361
FY2030: $198,248
BE IT ORDAINED, that the salary of the County Sheriff shall be and hereby are determined as follows:
FY2027: $175,461
FY2028: $175,461
FY2029: $175,461
FY2030: $175,461
and; further
BE IT ORDAINED, that the annual salaries of the members of the County Board shall be and hereby are determined and become effective Dec. 7, 2026, and in succeeding years as follows:
FY2027: $53,144.04
FY2028: $54,738.36
FY2029: $58,500
FY2030: $62,000
and; further
BE IT ORDAINED, that the County-portion of the salary of the Regional Superintendent of Schools shall be and hereby is determined as follows:
FY2027: $17,190
FY2028: $17,705
FY2029: $18,059
FY2030: $18,420
and; further
BE IT ORDAINED, that the DuPage County Sheriff shall receive annual stipends as set forth in 55 ILCS 5/4-6003(d) in the amount of six thousand five hundred dollars ($6,500.00); and further
BE IT ORDAINED, that the DuPage County Clerk shall receive annual stipends as set forth in 55 ILCS 5/4-6001(d) in the amount of six thousand five hundred dollars ($6,500.00); and further
BE IT ORDAINED, that the DuPage County Treasurer shall receive annual stipends as set forth in 55 ILCS 5/3-10007 in the amount of six thousand five hundred dollars ($6,500.00); and further
BE IT ORDAINED, that the DuPage County Board Chair, the DuPage County Clerk, the DuPage County Treasurer, and the Regional Superintendent of Schools, respectively, shall receive a vehicle allowance in the amount of five thousand four hundred dollars ($5,400.00) in lieu of the issuance of a County-owned vehicle, in lieu of mileage expenses, and in satisfaction of the statutory requirement that the County Board provide for the reasonable and necessary expenses of the operations of their respective offices; and further
BE IT ORDAINED, that the DuPage County Sheriff shall have the use of a DuPage County vehicle in satisfaction of the statutory requirement that the County Board provide for the reasonable and necessary expenses of the operations of their respective offices; and further
BE IT ORDAINED, that if the Sheriff elects to not use a DuPage County vehicle, the Sheriff shall be eligible for a vehicle allowance in the amount of five thousand four hundred dollars ($5,400.00) in lieu of the issuance of a County-owned vehicle, in lieu of mileage expenses, and in satisfaction of the statutory requirement that the County Board provide for the reasonable and necessary expenses of the operations of their respective offices; and further
BE IT ORDAINED, that in accordance with the Collective Bargaining Agreements entered into between the County of DuPage, the DuPage County Sheriff, the Metropolitan Alliance of Police, the Sheriff may elect to receive either an annual uniform credit in the amount of eight hundred dollars ($800.00) or a uniform stipend in the amount of eight hundred dollars ($800.00); and further
BE IT ORDAINED, if the Collective Bargaining Agreement provides for a clothing stipend, the Sheriff shall receive the same increase in accordance with that agreement; and further
BE IT ORDAINED, that in accordance with 105 ILCS 5/3-2.5, the Regional Superintendent of Schools shall be compensated by the State of Illinois, adjusted annually for inflation in an amount not to exceed 2.9%; and further
BE IT ORDAINED, that in addition to the salaries fixed by this Ordinance, each Elected Officer and County Board Member may, in his or her discretion, participate in any employee benefit or other form of compensation authorized by law or by the County Board as set forth in FI-O-0011-16; and further
BE IT ORDAINED, that the Chair of the County Board shall cause this Ordinance to be prominently available on the County’s website along with full and complete descriptions of any other form of compensation which the General Assembly or the County Board has made from time-to-time available to elected officers.
