MODIFICATION ONE TO COMMUNITY DEVELOPMENT COMMISSION
AGREEMENT CDCV21-04 BETWEEN THE COUNTY OF DU PAGE
AND THE HANOVER PARK PARK DISTRICT

WHEREAS, DuPage County has participated in the Housing and Community Development Program since 1975; and
WHEREAS, the Community Development Commission Agreement CDCV21-04 was adopted by Resolution HS-R-0014-25 on July 8, 2025 as part of the Amendment #8 - Substantial, to the 2019 Action Plan element of the 2015-2019 DuPage County Consolidated Plan; and
WHEREAS, the amended Plan allocated $335,136 (THREE HUNDRED THIRTY-FIVE THOUSAND ONE HUNDRED THIRTY-SIX AND 00/100 DOLLARS) for Municipal Infrastructure; and
WHEREAS, as part of the Coronavirus Aid, Relief and Economic Security Act (CARES Act), Public Law 116-136, the County of DuPage, through DuPage County Community Development, has been awarded by HUD Community Development Block Grant-CARES Act (CDBG-CV) funding to support local projects responding to the COVID-19 pandemic; and
WHEREAS, COUNTY, by and through its Community Development Commission ("CDC") has considered and approved an application from the HANOVER PARK PARK DISTRICT (SUBGRANTEE) for removal and replacement of existing playground equipment located at Hollywood Park, 1529 W. Celebrity Circle, Hanover Park, IL 60133; and
WHEREAS, on August 19, 2025, the COUNTY entered into an Agreement with SUBGRANTEE to implement this project (hereinafter, together with any previous modifications thereto, called "Agreement"); and
WHEREAS, Modification One to the Agreement is required to incorporate newly effective requirements under the Illinois Prevailing Wage Act (820 ILCS 130/); and
WHEREAS, said Modification request has been approved by the DuPage County Community Development Commission on April 7, 2026 and the DuPage County Human Services Committee on April 21, 2026.
NOW THEREFORE BE IT RESOLVED by the County Board that said Modification One to Agreement between DuPage County and SUBGRANTEE attached hereto and herein incorporated by reference, is hereby approved; and
BE IT FURTHER RESOLVED, that the Chair of the DuPage County Board is authorized and directed to execute the Modification on behalf of DuPage County and the Clerk is hereby authorized and directed to attest to such execution and affix the official seal thereto; and
BE IT FURTHER RESOLVED, that the Chair of the DuPage County Board is hereby authorized to approve amendments to project CDCV21-04 so long as such amendments further the completion of said project and are in accordance with regulations applicable to the Community Development Block Grant-CARES Act Program and are in accordance with the policies of DuPage County and the DuPage Community Development Commission; and
BE IT FURTHER RESOLVED that the County Clerk be directed to send copies of this Resolution to Stephen A. Bassette, Executive Director, Hanover Park Park District at 1919 Walnut Ave, Hanover Park, IL 60133, and one copy to the Community Development Commission.
