A RESOLUTION IN SUPPORT OF
AN ILLINOIS TRANSPORTATION ENHANCEMENT PROGRAM (ITEP)
GRANT APPLICATION FOR
31st STREET MULTI-USE TRAIL IMPROVEMENTS

WHEREAS, the County Board of DuPage County, by prior resolution at its June 25, 2024 meeting, approved a contract to undertake preliminary engineering of a proposed multi-use trail along 31st Street from Highland Avenue to Meyers Road; and
WHEREAS, the 31st Street Multi-Use Trail project was identified as a high priority project in the DuPage County Bikeway Plan and is consistent with the strategic priorities identified in the Plan; and
WHEREAS, the Illinois Transportation Enhancement Program (hereinafter “ITEP”) is administered by the Illinois Department of Transportation (hereinafter “STATE”) to fund transportation improvements that provide and support alternate modes of transportation; and
WHEREAS, funds for the current ITEP Cycle are to be awarded for up to $5,000,000.00 maximum per project, on a competitive basis for well planned projects that provide and support alternate modes of transportation; and
WHEREAS, an ITEP Grant will fund 80% of eligible preliminary engineering, design, construction, and construction engineering costs and 50% of right-of-way and street lighting costs of the proposed improvements; and
WHEREAS, the County Board of DuPage County desires to authorize the submission of an ITEP grant application request of $5,000,000.00 to the STATE, for the 31st Street Multi-Use Trail project.
NOW, THEREFORE, BE IT RESOLVED that the Director of Transportation, or his designee, is hereby authorized and directed to submit an application to the STATE for ITEP grant funds for design engineering, right-of-way, construction, and construction engineering for the 31st Street Multi-Use Trail from Highland Avenue to Meyers Road, Section 11-00201-02-BT.
