WHEREAS, DuPage County has participated in the Housing and Community Development Program since 1975; and

WHEREAS, the Community Development Commission Agreement CD25-03 was adopted by Resolution HS-R-0004-25 on February 11, 2025 as part of the 2025 Action Plan element of the 2025-2029 Consolidated Plan; and

WHEREAS, the Plan provided for a grant to the CITY OF WEST CHICAGO (SUBGRANTEE) in the amount of $600,000 for project CD25-03, for improvements of four residential streets and water main servicing the residents within the proposed service area, with additional improvements being made to the underground sewer infrastructure, sidewalks located along W. York Ave., from the dead end east to N. Oakwood Ave., Garden St. from Washington St. north to E. Grand Lake Blvd., Virgie Place from N. Oakwood Ave. east to Ingalton Ave., and Ingalton Ave. from E. Washington St. to E. Grand Lake Blvd., as well as installation of new street lighting along W. York Ave., known as York Ave. Area Water Main and Streets Rehabilitation Project; and

WHEREAS, on March 3, 2026, the County entered into an Agreement with SUBGRANTEE to implement this project (hereinafter, together with any previous modifications thereto, called "Agreement"); and

WHEREAS, SUBGRANTEE has requested Modification One to reduce the project scope to improve three residential streets and water main along two of the three residential streets servicing the residents within the proposed service area, with additional improvements being made to the underground sewer infrastructure and sidewalk curb ramps, located along W. York Ave., from the dead end east to N. Oakwood ...
