GRANT AGREEMENT BETWEEN THE COUNTY OF DUPAGE AND
FAMILY SHELTER SERVICE OF METROPOLITAN FAMILY SERVICES
FOR THE USE OF ARPA FUNDS

WHEREAS, the American Rescue Plan Act of 2021 (ARPA; P.L. 117-2) was signed into law on March 11, 2021 to provide COVID-19 relief and economic stimulus; and
WHEREAS, the County of DuPage ("County") has received $179,266,585.00 (ONE HUNDRED SEVENTY-NINE MILLION, TWO HUNDRED SIXTY-SIX THOUSAND, FIVE HUNDRED EIGHTY-FIVE AND 00/100 DOLLARS) from the American Rescue Plan Act ("ARPA"); and
WHEREAS, the United States Department of the Treasury released the Interim Final Rule on September 20, 2023 to provide guidance on the use of ARPA funding; and
WHEREAS, the County has evaluated the ARPA public law with its subsequent Final Rule and has determined that ARPA funds may be used to address negative economic impacts caused by the COVID-19 public health emergency, especially negative impacts on persons experiencing domestic violence; and
WHEREAS, the County wishes to enter into a Grant Agreement ("Agreement") with Family Shelter Service of Metropolitan Family Services to provide ARPA funding for the delivery of counseling, case management and advocacy supports for adult victims of domestic violence and their children; and
WHEREAS, the County has prepared an Agreement ("Exhibit A") which outlines the arrangements between the County and Family Shelter Service of Metropolitan Family Services to govern the disbursement and auditing of ARPA funds.
NOW, THEREFORE BE IT RESOLVED that the DuPage County Board hereby directs the DuPage County Board Chair to execute the grant Agreement between DuPage County and Family Shelter Service of Metropolitan Family Services.
