Recommendation for approval of the Housing and Community Development
Intergovernmental Joint Agreement between DuPage County and the Village of Downers
Grove for Federal Fiscal Years 2027, 2028, 2029, with automatic renewal as allowed, to
incorporate requirements under Notice CPD-26-08 Instructions for Urban County
Qualification for Participation in the Community Development Block Grant (CDBG)
Program.
Mary Keating, Director of Community Services, shared that while Naperville, Downers Grove
and Wheaton all qualify for their own CDBG entitlements, Wheaton and Downers Grove have
agreed to participate in the CDBG program and have allowed their population and their funds to
be included with the County’s CDBG program. However, Naperville has chosen to administer
its own program.
There is a change in HUD’s interpretation of the agreement language. In the past the County has
used a fully competitive process to select CDBG projects, with infrastructure projects generally
selected by the percentage of low- and moderate-income residents served. Downers Grove has
not previously applied for a CDBG project. Wheaton has applied in the past, but its projects
have generally not scored as competitively as projects from other communities and therefore
have not received infrastructure funding through the program. HUD’s revised language indicates
that participating communities should receive an amount of project funding comparable to what
they may have received independently. We may need to establish a set-aside for Wheaton and
Downers Grove beginning with the 2027 CDBG program. Projects must still meet eligibility
requirements and serve a low- and moderate-income population. One option is to bundle
multiple years of funding and work with Wheaton and Downers Grove on a project
approximately every three years.
