CHAIR'S REMARKS - CHAIR DESART  
During the County Board break over the last couple of weeks, Chair DeSart attended two ISACo  
Zoom meetings. One was for the statewide Judicial and Public Safety Committee (7.22.2026) -  
which Member Lucy Evans chairs - and the second was the ISACo meeting of collar counties  
(7.27.2026). Some of the issues other counties are focused on include: Flock cameras and policy  
regarding guardrails of their uses, Affordable Housing, Solar farms/Data Centers local control,  
Veterans Assistance Programs, AI Regulations, Public Transit Reform, prevention of cuts to the  
LGDF and the Build Act.  
There were questions and discussion from the Committee on Flock camera guardrails. Chair  
Dawn DeSart asked Kate Kissane to look into inviting State's Attorney Berlin to a Legislative  
Committee meeting to present the pros and cons of Flock cameras.

consulting services as lobbyists representing DuPage County before the Illinois General  
Assembly and State Executive Branch, for County Board, for the period of September 15,  
2026 through September 14, 2027, for a contract total amount not to exceed $94,500.  
Other Professional Services not suitable for competitive bid per 55 ILCS 5/5-1022(c).  
Vendor selected pursuant to DuPage County Procurement Ordinance 2-353(1)(b). Second  
of three optional renewals.
