CALL TO ORDER  
Meeting called to order at 8:30 a.m. by Chairman Reyes.

ROLL CALL  
Upon roll call, Chairman Reyes and Commissioner Gravina were present.  
Chairman Reyes called for a motion to allow Commissioner Kachiroubas to participate remotely.  
Roll call vote: all ayes. Commissioner Kachiroubas joined via Zoom.

APPROVAL OF MINUTES

OLD BUSINESS  
a.  
Budget Status  
Ms. Krygowski presented the current Revenues & Expenditures Report and advised that the  
budget preparation process for FY2026 has begun.  
b.  
Bills Payable  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve  
the May 22, 2025 Bills Payable list.  
c.  
Candidate Status  
Ms. Krygowski presented the current status of candidates in the testing and application process.

NEW BUSINESS  
a.  
Candidate Questions  
Ms. Krygowski presented the following candidate questions:  
1. Candidate 1 was born abroad and only has one copy of their consular birth certificate. They  
asked if a photocopy would be acceptable as an additional copy would need to be ordered from  
the U.S. Department of State and would not arrive by the application deadline. The Commission  
agreed to allow the photocopy for now but will require an official copy.  
2. Candidate 2 requested an alternate fingerprint time (if they score in the top 25 on the  
Corrections exam) due to scheduled bereavement leave from June 4-June 8. The Commission  
agreed to allow this candidate an alternate time if necessary.  
3. Candidate 3 is a lateral applicant currently employed by the VA as a federal police officer but  
was previously a Chicago police officer. Discussion. The candidate would not be able to  
proceed as certification is not currently active in ILETSB.  
4. Candidate 4 applied in 2024 and did not respond to DC Bilodeau's emails regarding interest  
for the background investigation. They were sent a letter of withdrawal and Debbie sent the  
emails sent by DC Bilodeau. They still request the opportunity to continue in the background  
investigation. Discussion. The MC agreed that the candidate can apply again if they were still  
interested.  
5. Candidates 5 and 6 submitted foreign educational credentials that were translated; one was  
evaluated by Educational Perspectives. Discussion. The Commission agreed that the educational  
credentials would need to be reviewed by an institution accredited by the Higher Learning  
Commission in order to proceed.  
6. Candidate 7 requested extra time on the written Law Enforcement entrance exam in  
accordance with the ADA but has not submitted a registration for the exam. The Commission  
will allow the accommodations if the candidate registers.  
b.  
Legislative Update  
Counsel Bruckner shared an update on legislation that will affect the background investigation  
process and require the authorization and review of all employment records of applicants for  
deputy sheriffs. Counsel Bruckner will prepare a new waiver that applicants will be required to  
sign authorizing the release of these records and will update the Commission when the  
legislation is signed into law.

REPORT FROM SHERIFF'S OFFICE  
Deputy Chief Bilodeau shared an update on the June 7th Law Enforcement entrance exam and  
invited the Commissioners to see the testing date and process. Discussion.  
EXECUTIVE SESSION  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to enter into  
Executive Session. Roll call vote: all ayes.

Pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act for the appointment,  
compensation, discipline, performance, or dismissal of a specific employee, one-on-one  
interviews.  
Pursuant to 5 ILCS 120/2(c)(21) of the Open Meetings Act for discussion of minutes  
lawfully closed under this Act, whether for the purpose of of approval by the body of the  
minutes or semi-annual review of the minutes as mandated by section 2.06.  
The Commission entered into Executive Session at 9:02 a.m.  
Paul Bruckner left the room at 9:03 a.m.  
The Commission returned to Open Session at 10:26 a.m.

MATTERS TO BE REFERRED FROM EXECUTIVE SESSION (IF ANY)  
a.  
Action on the certification of candidates subject to one-on-one interviews on May 22,  
2025.  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to certify  
Law Enforcement candidates 2726, 2728, and 2729. Roll call vote: all ayes.  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to certify  
Corrections candidates 2846 and 2847. Roll call vote: all ayes.  
b.  
Action on approval and/or release of minutes which were reviewed subject to a  
semi-annual review of minutes on May 22, 2025.  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to release  
Executive Session Meeting Minutes from 11/7/2024; 11/21/2024; 12/5/2024; 12/19/2024;  
1/9/2025; 1/23/2025; 2/6/2025; 2/13/2025; 3/6/2026 and 3/20/2025. Roll call vote: all ayes.
