CHAIRWOMAN'S REMARKS - CHAIR HAIDER  
Chair Saba Haider welcomed everyone to the meeting and gave special thanks to all staff and  
hands involved in the successful 'Distilling Change' Chicago Climate Week Event on July 23rd.  
PUBLIC COMMENT  
David Barcus,Volunteer and Advocate for DarkSky International shared an update about the  
work of DarkSky and how their programs apply to local communities. Kay McKeen, Executive  
Director of SCARCE shared an update of successful events SCARCE hosted recently and the  
impact they made amongst attendees.

2025 Waste & Recycling Annual Report  
Joy HInz, Environmental Program Manager reported on the updated Solid Waste &  
Recycling Annual Report. Joy highlighted Illinois landfill capacity, hauler reporting,  
residential recycling & diversion Rates, and areas of focus going forward. Members  
Honig and Schwarze asked questions of clarification and Joy answered. Chair Haider  
thanked Joy for her detailed report on these matters.

6.B. 2027 Annual Budget  
Joy Hinz, Environmental Programs Manager reported on the 2027 Annual Budget for the  
DuPage County's Environmental and Sustainability Division. Member Schwarze asked a  
question of clarification and Joy answered. Chair Haider called for a motion and a second to  
accept and place the budget on file. After a 1st and 2nd, the motion was carried.
