CHAIR'S REPORT  
Chair Conroy made the following remarks:  
When you seek a definition for the word “security…” the terms “safety, sanctuary, haven and  
safe-keeping” come up. When I think of Security, I simply think of Keith Briggs. Campus  
Security Chief Keith Briggs and his team faithfully serve the public on our County meeting  
days… and every day. They keep us all safe… both here in the building and at public events.  
This is Keith’s last DuPage County Board meeting. Next month he begins his new chapter as a  
retiree, after a long career in law enforcement and here at the County. Keith has literally been  
at my side from the moment I was inaugurated, providing a strong sense of safety…which  
was…and is… enormously reassuring. When we see events go off smoothly, without disruption  
or problems…know that Keith has been awake in the middle of the night for weeks, planning,  
troubleshooting and anticipating every scenario to protect us against. The fact is…the man  
deserves some sleep!  
I hope you will join me as we send Keith off in style after this meeting in Room 3500 A. And  
Keith, thank you for having my back…for words of reassurance…and for cracking a joke when I  
needed it.  
You’re one of a kind… and I’m so grateful for your outstanding contributions to our County.

appointment of Patricia Gustin to be a Member of the Board of Review; and  
WHEREAS, such appointment requires the approval of the County Board under  
35 ILCS 200/6-5;  
NOW, THEREFORE, BE IT RESOLVED by the DuPage County Board that the  
County Board does hereby approve the appointment of Patricia Gustin as a Member of  
the Board of Review for a term expiring May 31st, 2026; and  
BE IT FURTHER RESOLVED that the Board of Review shall also be entitled to  
participation in the County’s IMRF, health and dental insurance programs; and that sick  
days, vacation days, holidays and floating holidays shall not be part of the compensation  
for the Board of Review; and.

Appointment of Ulyana Trichkovska to the Expanded Board of Review.  
WHEREAS, 35 ILCS 200/6-25 provides that due to the growing volume of  
complaints concerning property assessments, if there is a need for additional members for  
the expanded Board of Review, the County Board Chair may appoint additional members  
to hold separate hearings on complaints; and  
WHEREAS, such a situation now exists; and  
WHEREAS, Deborah A. Conroy, County Board Chair, has submitted Ulyana  
Trichkovska to be a member of the Expanded Board of Review attached hereto and made  
a part hereof.  
NOW, THEREFORE, BE IT RESOLVED by the County Board of DuPage  
County that Ulyana Trichkovska be a member the Expanded Board of Review and is  
hereby appointed to serve as a member with a term expiring May 31st, 2026; and  
BE IT FURTHER RESOLVED that compensation for said members of the  
Expanded Board of Review shall be two hundred fifty dollars ($250.00) for each day so  
employed, or one hundred twenty-five dollars ($125.00) for each half-day so employed,  
and traveling expenses shall be reimbursed at the rate per mile approved by the County

WHEREAS, the DuPage County Board has appropriated approximately $1.8 million for  
use in the Member Initiative Program (MIP) as part of FI-O-0010-24; and  
WHEREAS, various members of the DuPage County Board have submitted applications  
for the use of MIP funds for various not-for-profit and municipal entities; and  
WHEREAS, the DuPage County Board has considered the applications of the following  
entities:

WHEREAS, the County of DuPage, through the DuPage County State’s  
Attorney’s Office, has been notified by the Illinois Department of Human Services that  
grant funds in the amount of $77,339 (SEVENTY-SEVEN THOUSAND THREE  
HUNDRED THIRTY-NINE AND NO/100 DOLLARS) are available for continuing the  
DuPage County Children’s Center Donated Funds Initiative Program; and  
WHEREAS, to receive said grant funds, the County of DuPage must enter into  
Inter-Governmental Agreement No. FCSEJ00210 with the Illinois Department of Human  
Services, a copy of which is attached to and incorporated as a part of this resolution by  
reference (ATTACHMENT II); and  
WHEREAS, the County will provide matching funds in the amount of $25,780  
(TWENTY-FIVE THOUSAND SEVEN HUNDRED EIGHTY AND NO/100  
DOLLARS) which is budgeted for in Fiscal Year 2025 and will be provided by the  
General Fund-Children’s Center (Company 1000 - Accounting Unit 6510); and  
WHEREAS, the term of the Inter-Governmental Agreement is from July 1, 2025  
through June 30, 2026; and  
WHEREAS, no additional County funds are required to receive this funding; and  
WHEREAS, acceptance of this grant does not add any additional subsidy from the  
County; and  
WHEREAS, the County Board finds that the need to appropriate said grant funds  
creates an emergency within the meaning of the Counties Act, Budget Division, (55 ILCS  
5/6-1003).  
NOW, THEREFORE, BE IT RESOLVED by the DuPage County Board that  
Inter-Governmental Agreement No. FCSEJ00210 (ATTACHMENT II) between DuPage  
County and the Illinois Department of Human Services is hereby accepted; and  
BE IT FURTHER RESOLVED by the DuPage County Board that the additional  
appropriation on the attached sheet (ATTACHMENT I) in the amount of $103,119 (ONE

WHEREAS, the DuPage County Employee Policy Manual, Compensation Practices  
Policy, states salary adjustments, outside of those specifically authorized by the County  
Board or recognized collective bargaining agreements, must be reviewed by the Finance  
Department. These requests should be included within the Department’s annual fiscal  
budget; and  
WHEREAS, the DuPage County Employee Policy Manual, Job  
Evaluation/Headcount Title Changes Policy, states job evaluations and headcount title

assist DuPage Households to maintain or recover permanent housing; and  
WHEREAS, to receive said grant funds, the County of DuPage must enter into  
Inter-Governmental Agreement No. FCSEH00172 with the Illinois Department of  
Human Services, a copy of which are attached to and incorporated as a part of this  
resolution by reference (ATTACHMENT II); and  
WHEREAS, the terms of the agreements are from July 1, 2025 through June 30,  
2026; and  
WHEREAS, no additional County funds are required to receive this funding; and  
WHEREAS, acceptance of these grants does not add any additional subsidy from  
the County; and  
WHEREAS, the DuPage County Board finds that the need to appropriate said gran  
funds creates an emergency within the meaning of the Counties Act, Budget Division, (55

in which the rounded lines were not summed to equal the total additional appropriation

WHEREAS, the Illinois Public Employee Labor Relations act has established  
regulations regarding union recognition and collective bargaining in the State of Illinois;  
and  
WHEREAS, a group of Local 399 employees in the DuPage County Community  
Services Department did authorize the International Union of Operating Engineers, Local  
399 as their exclusive bargaining agent under the terms and conditions of the Act; and  
WHEREAS, the County and the International Union of Operating Engineers,  
Local 399 have been bargaining in good faith to reach agreement; and  
WHEREAS, the union members have ratified a tentative agreement.  
NOW, THEREFORE, BE IT RESOLVED that the County Board does hereby  
ratify, accept and adopt the contract attached to this resolution between the International  
Union of Operating Engineers, Local 399, the County of DuPage; and  
BE IT FURTHER RESOLVED that the County Board Chair be authorized to

WHEREAS, bids have been taken and evaluated in accordance with County Board  
policy; and  
WHEREAS, the Animal Services Committee recommends County Board  
approval for the issuance of a contract to Covetrus North America, LLC, for the purchase  
of veterinary pharmaceuticals and medical supplies, for the period of September 14, 2025  
through September 13, 2026, for DuPage County Animal Services.  
NOW, THEREFORE BE IT RESOLVED, that said contract is for the purchase of  
veterinary pharmaceuticals and medical supplies, for the period of September 14, 2025

b. Furthermore, that petitioner testified that due to the location of the subject  
property and entryway along Roosevelt Road, clear and visible signage is needed  
to direct residents, visitors, and emergency vehicles to the property.  
E. That the Zoning Hearing Officer finds that petitioner has demonstrated evidence for a  
practical difficulty and particular hardship for the subject zoning relief due to the  
location of the subject property and entryway along Roosevelt Road and that clear and  
visible signage is needed to direct residents, visitors, and emergency vehicles to the  
subject property that is owned by multiple district owners and operators for medical  
facilities.  
STANDARDS FOR VARIATIONS:

WHEREAS, the DuPage County Board heretofore adopted Resolution  
DT-R-0042-24 on November 12, 2024, granting approval for the County of DuPage  
(hereinafter referred to as COUNTY) to enter an agreement with Pace, the Suburban Bus  
Division of the Regional Transportation Authority (hereinafter referred to as PACE), to  
implement a Pilot Rideshare Access Program (hereinafter, “RAP”) for the Hinsdale Lake  
Terrace and adjacent neighborhoods in unincorporated DuPage County, in order to  
facilitate mobility, safety, and economic development (“AGREEMENT”); and  
WHEREAS, since the execution of the aforementioned AGREEMENT  
(COUNTY Resolution DT-R-0042-24), the RAP has proven to be very successful with a  
large number of community members utilizing the service to travel to destinations  
surrounding Hinsdale Lake Terrace, and the actual cost to the COUNTY to fund the RAP  
has exceeded the estimated costs; and  
WHEREAS, additional funds are required to continue operating this program for  
the fiscal year 2025 and the funds previously approved by the County Board for this  
service need to be paid from a General Fund source rather than a motor fuel tax source;  
and  
WHEREAS, the County Board previously approved $500,000.00 of General  
Funds to design and construct a sidewalk and lighting project along 91st Street to serve  
the Hinsdale Lake Terrace neighborhood, which monies would be best used to fund the  
RAP for fiscal year 2025; and  
WHEREAS, the Division of Transportation, after receiving direction from the  
DuPage County Transportation Committee, is requesting that PACE renegotiate the  
underlying agreement for service with its rideshare service partner, Uber, according to the  
rates and terms recommended in the Division’s memorandum (reflected in EXHIBIT A,  
attached hereto) for eventual review and approval by the DuPage Couty Board; and  
WHEREAS, the County of DuPage, by and through its Division of  
Transportation, endeavors to continue to operate the RAP program in Fiscal Year 2026  
under the new rates and terms between PACE and its rideshare service partner provided  
that adequate funds from an eligible source are included in the County’s Fiscal Year 2026  
budget.  
NOW, THEREFORE, BE IT RESOLVED that the previously authorized  
$500,000.00 for use on the Hinsdale Lake Terrace Sidewalk and Lighting project shall be  
redesignated to fund the RAP; and

WHEREAS, bids have been taken and processed in accordance with County  
Board policy; and  
WHEREAS, the lowest responsible bidder has been designated and the  
Transportation Committee recommends County Board approval for the issuance of a  
contract to Lakeshore Recycling Systems, for disposal of solid waste, as needed for the  
Division of Transportation, for the period October 1, 2025 through September 30, 2026.  
NOW, THEREFORE, BE IT RESOLVED that said contract for disposal of solid  
waste, as needed for the Division of Transportation, for the period October 1, 2025  
through September 30, 2026, is hereby approved for issuance to Lakeshore Recycling  
Systems, 5500 Pearl Street, Rosemont, Illinois 60018, for a contract total not to exceed  
$55,000.00, first of three renewals.

Recommendation for the approval of a contract with R.M. Chin & Associates, Inc., for  
Professional Construction Engineering Services, for the Division of Transportation  
highway maintenance garage and yard facilities, Section 25-00179-36-MG, for a contract  
total not to exceed $4,661,460. Professional Services (Architects, Engineers and Land  
Surveyors) vetted through a qualification-based selection process in compliance with the  
Illinois Local Government Professional Services Selection Act, 50 ILCS 510/0.01 et seq.  
WHEREAS, the County of DuPage (hereinafter referred to as COUNTY) by virtue of its  
power set forth in “Counties Code” (55 ILCS 5/5-1001 et. seq.) and “Illinois Highway Code”  
(605 ILCS 5/5-101 et. seq.) is authorized to enter into this agreement; and  
WHEREAS, the COUNTY requires Professional Construction Engineering Services for  
the Division of Transportation Highway Maintenance Garage and Yard Facilities, located at the  
DuPage County Campus, County Farm Road, Wheaton, IL 60187, Section 25-00179-36-MG  
(hereinafter referred to as “PROJECT’); and  
WHEREAS, R.M. Chin & Associates, Inc. (hereinafter CONSULTANT) has experience  
and expertise in this area and is in the business of providing such Professional Services, and is  
willing to perform the required services for an amount not to exceed $4,661,460.00; and  
WHEREAS, the COUNTY has selected the CONSULTANT in accordance with the  
Professional Services Selection Process found in Section 2-353(1)(a) of the DuPage County  
Purchasing Ordinance; and  
WHEREAS, the Transportation Committee has reviewed and recommends approval of  
the attached Agreement at the specified amount.  
NOW, THEREFORE, BE IT RESOLVED by the DuPage County Board that the  
attached Agreement between the County of DuPage and R.M. Chin & Associates, Inc. be hereby  
accepted and approved for a contract total not to exceed $4,661,460.00 and that the Chair of the  
DuPage County Board is hereby authorized and directed to execute the Agreement on behalf of  
the COUNTY; and  
BE IT FURTHER RESOLVED that an original copy of this Resolution and Agreement  
be transmitted to R.M. Chin & Associates, Inc., 500 West 18th Street, Suite 200, Chicago,  
Illinois 60616, by and through the Division of Transportation.
