Grant-CARES Act (CDBG-CV) Program Agreement with the Hanover Park Park  
District, Project Number CDCV21-04, incorporating newly effective requirements under  
the Illinois Prevailing Wage Act.

6.A.  
PowerPoint presentation for our full Community Development Commission meeting.  
Ashley Miller presented information via PowerPoint followed by a discussion. Ashley  
reported that the federal government requires our program to maintain a timeliness ratio  
of 1.5 or less sixty days before the end of the program year. This year, our ratio was 1.0,  
which is five percent below the federal limit. This shows that we are spending funds on  
time and completing projects as expected. We have consistently stayed around the 1.0  
mark for the past few years, which reflects strong performance. Ashley noted that this  
process is the result of effective work by our team, municipal partners, and nonprofit  
partners, and emphasized that meeting the benchmark keeps us in good standing with  
HUD.

OTHER BUSINESS  
Mary Keating advised that the president’s initial 2027 budget proposal last year, similar to the  
2026 proposal, eliminated funding for CDBG and HOME programs, as well as the Emergency  
Solutions Grant and other federal programs that support the Community Services Department.  
This is not the first time these programs have been proposed for elimination. When speaking  
with federal representatives, remind them how essential these funds are, as they are among the  
few federal resources that consistently return to local communities. Congress has the authority to  
pass the budget so continued advocacy for these programs remains important.
