Chair Conroy made the following remarks:  
This morning, I hope you’ll join me in congratulating our own Chief Information Officer  
Anthony McPhearson who was selected among hundreds of entrants to WIN the Chicago CIO  
Orbie Award in the category of non-profit or public sector achievement. The Orbies honor chief  
information officers who have demonstrated excellence in technology leadership. Anthony,  
please accept our congratulations on this well-deserved honor.  
As you prepare your summer calendar I hope you’ll consider having a little fun and raising some  
money for our friends at the DuPage Care Center. Registration is now open for the 22nd Annual  
Care Center Golf Outing being held June 26th at Prairie Landing Golf Club in West Chicago. All  
proceeds contribute to programs that enrich the lives of our Care Center residents. Information is  
And finally, you may have noticed our County flag is at half-staff. I asked for the County flag to  
be lowered today in honor of K-9 Nitro, who passed away at the age of 10. Since 2019, Nitro  
faithfully served alongside his partner and handler, Deputy Frank Carragher, as an explosives  
recognition dog assigned to the DuPage County Sheriff’s Office Hazardous Device Unit.  
Throughout his distinguished career, Nitro earned the respect and admiration of all who worked  
with him through his unwavering dedication, exceptional abilities, and dependable service.

Information Authority that a reduction of grant funds in the amount of $78  
(SEVENTY-EIGHT AND NO/100 DOLLARS) has been made to the Adult Redeploy  
Illinois Program Grant PY26, Inter-governmental Agreement No. 192601, Company  
5000, Accounting Unit 6192.  
NOW, THEREFORE, BE IT RESOLVED by the DuPage County Board that the  
appropriation relating to the Adult Redeploy Illinois Program Grant PY26,  
Inter-governmental Agreement No. 192601, Company 5000, Accounting Unit 6192 be  
reduced by $78 (SEVENTY-EIGHT AND NO/100 DOLLARS) to a new amended total

Additional compensation increase for the First Assistant Regional Superintendent of  
Schools of the DuPage County Regional Office of Education. (Regional Office of  
Education/Human Resources)  
WHEREAS, pursuant to the Illinois School Code (105 ILCS 5/3-2.5), the salary  
from the State of Illinois for the position of First Assistant Superintendent shall equal  
90% of the Regional Superintendent’s State salary; and  
WHEREAS, in 2025, the total compensation of the Regional Superintendent was  
$171,111, with $137,200 received from the State of Illinois and $33,911 received from  
the County pursuant to Ordinance FI-O-0025-22; and  
WHEREAS, pursuant to FI-O-0001-26, the DuPage County Board set the  
County’s portion of the Regional Superintendent’s salary for FY2027 at $17,190, setting  
the total salary for the Regional Superintendent at $154,390; and  
WHEREAS, in 2025, the total compensation of the First Assistant Regional  
Superintendent was $138,060, with $123,500 received from the State of Illinois, and  
$14,560 received from the County; and  
WHEREAS, pursuant to the Illinois School Code (105 ILCS 5/3-2.5), the County  
Board may provide for additional compensation for the assistant regional superintendent,  
to be paid quarterly from the county treasurer; and  
WHEREAS, in 2005, under Resolution #FI-0099-05, the additional compensation  
for the First Assistant Regional Superintendent’s salary was increased to $12,500  
annually; and  
WHEREAS, the current additional compensation paid by the County for the First  
Assistant Superintendent is $14,560, for a total annual salary of $138,060; and  
WHEREAS, the scope of the First Assistant Superintendent position has  
expanded to include additional responsibilities such as oversight of the Center for  
Professional Learning, additional CPL staff, Licensure Team functions, supervision for  
the Center for Student Success administration and special projects; and  
WHEREAS, it is necessary to adjust the additional compensation for this position  
to ensure appropriate alignment within the Regional Office of Education compensation  
and organization structure; and  
WHEREAS, the Regional Superintendent of Education is requesting an increase  
in the amount of $10,410 annually to the additional compensation effective to December  
1, 2025 to be paid by the Regional Office of Education to the First Assistant Regional  
Superintendent.  
NOW, THEREFORE, BE IT RESOLVED that the annual additional  
compensation from the County of DuPage for the position of First Assistant  
Superintendent shall increase from $14,560 annually to $24,970 annually to be paid by  
the Regional Office of Education; and

WHEREAS, the County Board is the fiscal authority for DuPage County  
government; and  
WHEREAS, the County Board is responsible for the fiscal, financial, and  
budgetary management of the County (55 ILCS 5/5-1016); and  
WHEREAS, the County Board may install an adequate system of accounts and  
financial records in the offices and divisions of DuPage County (“County”) which are  
suitable to the needs of the office and in accordance with generally accepted principles of  
accounting for government bodies (55 ILCS 5/5-1005(16)); and  
WHEREAS, the County Board finds the need to develop financial and budget  
policies to provide for prudent financial practices and to deliver essential County services  
at the lowest possible tax rate using a transparent budget process that maintains the  
County’s bond rating; and  
WHEREAS, the purpose and objectives of said financial and budget policies are,  
to the fullest extent practicable, to: earn and maintain the public’s trust in the County’s  
collection, use, and conservation of public funds; ensure the legal and appropriate use of  
County funds through a system of internal financial controls; provide reasonable  
assurance that financial records are reliable by abiding by Generally Accepted  
Accounting Principles as applied to governmental entities; and provide financial  
information in a clear and transparent manner; and  
WHEREAS, the budgetary and financial framework for policy-making will strive  
to prepare accurate and timely budgetary, financial, and socio-economic information for  
policymaking; identify and establish principles that minimize the County government’s  
cost and financial risk; provide financial principles to guide financial and management

Intergovernmental Delegation Agreement between the Illinois Environmental Protection  
Agency and the County of DuPage, Illinois - A Joint and Cooperative Inspection Program  
(July 1, 2026 - June 30, 2031). County reimbursement amount up to $95,381.13, based on  
expenditures.  
WHEREAS, on June 22, 2021, the County of DuPage (“COUNTY”) and the  
Illinois Environmental Protection Agency (“IEPA”) entered an Intergovernmental  
Agreement as adopted by the DuPage County Board under Resolution EN-R-0316-21, for  
the purpose of intergovernmental cooperation in solid waste management site inspection,  
investigation, and enforcement; and  
WHEREAS, cooperating with the IEPA to inspect, oversee, and enforce solid  
waste management regulations within the County promotes the COUNTY’s ability to  
protect public health and the environment; and  
WHEREAS, the IEPA has requested that the COUNTY enter into a new  
Intergovernmental Agreement to continue its joint solid waste inspection, investigation  
and enforcement program for the term of July 1, 2026, through June 30, 2031; and  
WHEREAS, the IEPA and the COUNTY are both public agencies within the  
meaning of the Illinois “Intergovernmental Cooperation Act”, as specified at 5 ILCS  
220/1, et seq., and are authorized by Article 7, Section 10 of the Constitution of State of  
the Illinois to cooperate for public purposes; and  
WHEREAS, the COUNTY receives funding for the duties of this  
Intergovernmental Agreement in an amount up to eighty percent (80%) of expenditures;  
and  
WHEREAS, the Environmental Committee of the DuPage County Board has  
reviewed and recommends acceptance of the attached Intergovernmental Delegation  
Agreement Between the Illinois Environmental Protection Agency and the County of  
DuPage, Illinois - A Joint and Cooperative Inspection Program.  
NOW THEREFORE BE IT RESOLVED by the DuPage County Board that the  
Intergovernmental Delegation Agreement Between the Illinois Environmental Protection  
Agency and the County of DuPage, Illinois - A Joint and Cooperative Inspection  
Program, attached hereto and made a part hereof, be hereby accepted and approved.

WHEREAS, ethylene oxide (EtO) is a flammable, colorless gas that is used to  
sterilize medical devices and is a potent and known carcinogen, its discharge or emission  
into the atmosphere constitutes a threat to public health and the environment; and  
WHEREAS, more than 14.2 million people live within five miles of an EtO-emitting  
facility in the United States, with a 2023 Union of Concerned Scientists’ study finding  
that the average risk of cancer from air toxics was nearly three times the national average  
in communities located near EtO emitting facilities; and  
WHEREAS, in 2018 and 2019, DuPage County worked with the Villages of  
Willowbrook, Burr Ridge, Hinsdale, and the City of Darien (the "Communities") to  
oppose emissions of EtO by Sterigenics, in the County; and  
WHEREAS, in 2018, DuPage County State’s Attorney, Robert Berlin, and the Illinois  
Attorney General, Lisa Madigan, together brought a lawsuit under the Illinois  
Environmental Protection Act for injunctive relief and civil remedies to redress the  
harmful effects of EtO; and  
WHEREAS, in 2018 the DuPage County Board amended the DuPage County  
Code prohibiting emissions of EtO more than one hundred tons per year to protect the  
residents of DuPage County; and  
WHEREAS, as a result of these actions, the State of Illinois passed tighter  
restrictions on ethylene oxide use in Public Act 101-0022, wherein EtO sterilization  
facilities are prohibited from operating in Illinois unless the facility captures 100 percent  
of all fugitive EtO emissions within the facility and the facility reduces EtO emissions to  
the atmosphere from each exhaust point by at least 99.9 percent or to 0.2 parts per  
million; and  
WHEREAS, in 2024, the federal government found that EtO poses a risk to  
workers, healthcare facility and nearby communities and therefore established rules  
which created more stringent standards regarding the use and emission of EtO; and  
WHEREAS, on March 17, 2026, the U.S. Environmental Protection Agency (U.S.  
EPA) proposed amending its EtO standards for commercial sterilizers and the proposed  
rule would rescind the tighter risk-based emissions standards imposed by the federal  
government in its 2024 rule and is estimated to result in an emissions increase of 7.8 tons  
per year for the total source category; and  
WHEREAS, the rollbacks and deregulation of the use of EtO would be  
detrimental to public health, with a 2016 U.S. EPA study finding that EtO is 30 times  
more toxic to adults and 60 times more toxic to children than previously understood; and  
WHEREAS, DuPage County calls upon the U.S. EPA to protect all Americans  
from exposure to EtO, while working with the sterilization industry to invest in research  
and technology programs to develop safe, sustainable solutions for sterilization needs.  
NOW THEREFORE, BE IT RESOLVED, that the DuPage County Board take  
such actions to support and collaborate with the impacted communities, the health and  
environmental agencies, to best promote and ensure the safety of the area air quality,  
atmosphere, and environment, to protect area residents and workers from the adverse  
health impacts of any discharges or emissions of EtO; and  
BE IT FURTHER RESOLVED, that written copies of this Resolution be transmitted  
to the United States and Illinois Environmental Protection Agencies, the Office of the

where the COUNTY OF DUPAGE entered into an Intergovernmental Agreement with  
the COUNTY OF KANE to provide temporary custody, specifically housing and  
detention services for minors authorized by the COUNTY OF DUPAGE; and  
WHEREAS, the Constitution of the State of Illinois of 1970, Article VII, Section  
10, provides that units of local government may contract or otherwise associate among  
themselves to obtain or share services and to exercise, combine, or transfer any power or  
function in any matter not prohibited by law or by ordinance and may use their credit,  
revenues, and other resources to pay costs related to intergovernmental activities; and  
WHEREAS, the COUNTY OF DUPAGE and the COUNTY OF KANE are units  
of local government within the meaning of Article 7 Section 1 of the Illinois constitution  
of 1970; and  
WHEREAS, the COUNTY OF DUPAGE and the COUNTY OF KANE are  
public agencies within the meaning of The Intergovernmental Cooperation Act (5 ILCS

proposed improvements, it was determined that a new, enclosed drainage system is  
necessary along High Lake Road to maintain effective drainage along the roadway and

WHEREAS, through ongoing discussions with the Illinois Commerce  
Commission, the Winfield Fire Protection District, and the Winfield Township Highway  
Department, it was determined that the original concept for the intersection  
improvements would not accommodate the newer emergency vehicles in use by the Fire  
Protection District and would unnecessarily increase motorists’ delay; and  
WHEREAS, proposed changes to the design to include a closed drainage system,  
revised pavement profiles, geometric improvements, and alternative traffic signal control  
will provide the best overall improvement for public convenience and safety, and were  
not included in the current scope of work under Alfred Benesch and Company’s contract;  
and  
WHEREAS, the cost to revise and finalize the plans is $226,690.03; and  
WHEREAS, the Transportation Committee recommends a change order to

enter an agreement with Pace, the Suburban Bus Division of the Regional Transportation  
Authority (hereinafter referred to as PACE), to implement a Pilot Rideshare Access  
Program (hereinafter, “RAP”) for the Hinsdale Lake Terrace and adjacent neighborhoods  
in unincorporated DuPage County, in order to facilitate mobility, safety, and economic  
development (“AGREEMENT”); and  
WHEREAS, since the execution of the aforementioned AGREEMENT  
(COUNTY Resolution DT-R-0042-24), the RAP has proven to be very successful with a  
large number of community members utilizing the service to travel to destinations  
surrounding Hinsdale Lake Terrace, and the actual cost to the COUNTY to fund the RAP  
has exceeded the estimated costs; and  
WHEREAS, additional funds are required to continue operating this program for  
the fiscal year 2025 and the funds previously approved by the County Board for this  
service need to be paid from a General Fund source rather than a motor fuel tax source;  
and  
WHEREAS, the County Board previously approved the $500,000.00 of General  
Funds to design and construct a sidewalk and lighting project along 91st Street to serve  
the Hinsdale Lake Terrace neighborhood, which monies would be best used to fund the  
RAP for fiscal year 2025; and  
WHEREAS, the County of DuPage, by and through its Division of  
Transportation, endeavors to continue to operate the RAP program in Fiscal Year 2026  
under the new rates and terms between PACE and its rideshare service partner provided

Awarding Resolution issued to SKC Construction, Inc., for the 2026 Pavement  
Preservation/Crack Sealing Program, Section 26-00000-04-GM, for an estimated County  
cost of $50,000, per lowest responsible bid.  
WHEREAS, the County of DuPage is authorized and empowered to construct,  
repair, improve and maintain County and/or township roads, bridges and appurtenances;  
and  
WHEREAS, bids were solicited through the Municipal Partners Initiative for the  
2025 construction year that also included optional years 2026 and 2027; and  
WHEREAS, per the invitation to bid, the award of a contract was based on the  
lowest responsible bidder for year 1 (2025), year 2 (2026) and year 3 (2027); and  
WHEREAS, the lowest responsible bidder for DuPage County was determined to  
be SKC Construction, Inc.; and  
WHEREAS, the budget for the 2026 fiscal year provides for the construction and  
maintenance of roads, bridges and appurtenances, including crack sealing; and  
WHEREAS, it is in the best interest of the County of DuPage to contract with  
SKC Construction, Inc. for the 2026 Pavement Preservation/Crack Sealing Program,  
Section 26-00000-04-GM, in the amount of $50,000.00.  
NOW, THEREFORE, BE IT RESOLVED, that a contract in accordance with the  
terms, conditions and specifications set forth in said contract proposal be, and is hereby  
entered with SKC Construction, Inc., PO Box 503, West Dundee, Illinois 60118 in the  
amount of $50,000.00; and  
BE IT FURTHER RESOLVED, that this contract is subject to the Prevailing  
Wage Act (820 ILCS 130), and as such, not less than the prevailing rate of wages as  
found by the Illinois Department of Labor shall be paid to all laborers, workers, or  
mechanics performing work under this contract; and  
NOW, THEREFORE, BE IT RESOLVED that the DuPage County Chair is  
hereby authorized and directed to sign on behalf of the COUNTY, and the DuPage  
County Clerk is hereby authorized to attest thereto the aforesaid contract with SKC  
Construction, Inc.

WHEREAS, an agreement has been negotiated in accordance with County Board  
policy; and  
WHEREAS, the Transportation Committee recommends County Board approval  
for the issuance of a contract to ComEd, to furnish and install electric facilities and  
service as needed for the Division of Transportation, for the Highway Maintenance  
Building located at 523 N. County Farm Road, Section #25-00179-36-MG, and  
associated improvements at the Fairgrounds site.  
NOW, THEREFORE, BE IT RESOLVED that said contract to furnish and install  
electric facilities and service as needed for the Division of Transportation, for the  
Highway Maintenance Building located at 523 N. County Farm Road, and associated
