CALL TO ORDER  
Meeting called to order by Chairman Reyes at 8:35 a.m.

ROLL CALL  
Upon roll call, Chairman Reyes and Commissioner Gravina were present.  
Chairman Reyes called for a motion to allow Commissioner Kachiroubas to participate remotely.  
Commissioner Gravina moved. Seconded by Chairman Reyes. Roll call. All ayes.

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve  
Regular Meeting Minutes from 2/2/2023 and 2/16/2023. Roll call vote: all ayes.

Ms. Krygowski presented the current Revenues and Expenditures Report.

Commissioner Kachiroubas moved and Commissioner Gravina seconded a motion to approve  
the bills payable list. Roll call vote: all ayes. Chairman Reyes signed the invoices.

Candidate Status  
Ms. Krygowski presented the current status of candidates in the testing process and vacancies  
among sworn deputies. Discussion. Sheriff Mendrick added that the Sheriff's Office is  
expecting a large number of retirements within the Administrative Bureau in early 2024.

NEW BUSINESS  
a.  
Budget Transfer of $3,000 from 53090 "Other Professional Services" to 53030 "Legal  
Services" (FY2023) for Special Counsel in disciplinary hearings brought before the  
Commission.  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve  
a budget transfer of $3,000 from account 53090 "Other Professional Services" to account 53030  
"Legal Services" for Special Counsel in disciplinary hearings brought before the Commission.  
Roll call vote: all ayes.

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve  
Resolution 002-23 Amending the Rules, Regulations, and Procedures Concerning  
Appointment/Eligibility and Promotion. Roll call vote: all ayes.

Certification of LEB Written Promotional Exam Results  
c.  
Ms. Krygowski presented the scores from the written promotional exams for Sergeant and  
Lieutenant in the Law Enforcement Bureau, given on February 25, 2023. Commissioner  
Kachiroubas moved and Commissioner Gravina seconded the motion to certify the scores from  
the written promotional exams for Sergeant and Lieutenant in the Law Enforcement Bureau.  
Roll call vote: all ayes. Ms. Krygowski will notify the Sheriff's Office that the deputies who  
passed are eligible to complete the in-person assessment portion of the promotional exam.

REPORT FROM SHERIFF'S OFFICE  
Sheriff Mendrick informed the Commission that the Sheriff's Office will no longer offer the  
Corrections Agility Test for candidates prior to hire. Sheriff Mendrick is grateful for the  
Commission's efforts and is also exploring the possibility of expanding the Merit Commission to  
five members.

EXECUTIVE SESSION  
Commissioner Kachiroubas moved and Commissioner Gravina seconded a motion to enter into  
Executive Session. Roll call vote: all ayes.  
Paul Bruckner, Sheriff Mendrick, Chief Garcia, Chief Toerpe, Deputy Chief Bilodeau, Deputy  
Chief Schoenenberger, Deputy Chief Swanson, and Lindsey Stern left the room.  
a.  
Pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act for the appointment,  
compensation, discipline, performance, or dismissal of a specific employee, one-on-one  
interviews.  
The Commission entered into Executive Session at 8:52 a.m.  
The Commission returned to Open Session at 9:58 a.m.

MATTERS TO BE REFERRED FROM EXECUTIVE SESSION (IF ANY)  
a.  
Action on the certification of candidates subject to one-on-one interviews on March 9,  
2023.  
Chairman Reyes called for a motion to certify LEB Lateral candidate 2088. Commissioner  
Kachiroubas moved and Commissioner Gravina seconded. Roll call vote: all ayes. Motion  
carried.  
Chairman Reyes called for a motion to certify Corrections candidates 2411 and 2412.  
Commissioner Kachiroubas moved and Commissioner Gravina seconded. Roll call vote: all  
ayes. Motion carried.
