CHAIRMAN'S REMARKS - CHAIR ZAY  
Chair Zay thanked the staff for their ongoing response efforts and support during the heavy  
rainfall that has occurred again this past week.  
Director Hunn noted that during periods without significant weather events, staff have been out  
inspecting the inlets and outlets to prepare for the next storm.  
Chair Zay noted that the detention ponds in the neighborhoods need to be maintained to optimize  
flood control capacity and to prevent obstruction at the inlets and outlets. In the future, he would  
like to explore a program involving municipalities and the County to assess detention areas and  
dredge where appropriate to enhance flood protection.

PUBLIC COMMENT  
Kay McKeen from SCARCE reported that Bensenville Library received its Water Quality flag  
recently, highlighting the library's water quality education accomplishments. This included  
planting 13 trees, establishing a courtyard of native plants, conducting three composting  
workshops for residents, and promoting rain barrel use this year.  
Ms. McKeen also provided an update on West Chicago's five-week summer STEM program,  
which included 29 presentations, reaching 758 students and 90 educators and staff. Educational  
topics focused on watershed models, composting, storm drain medallions, and litter cleanup.  
Additionally, Ms. McKeen reported that Senator Curran's staff is now coordinating with the  
Sheriff's Office to support medicine collection efforts.

Amendment to Resolution SM-R-0261-21 delegating authority to the DuPage County  
Director of Stormwater Management, to grant authorization to public and private utilities  
to use county property without Committee approval.  
Director Hunn explained that this pertains to the use County-owned property for utility  
business. She stated that utilities often request to use County property that is adjacent to  
or just outside of the right of way to install (usually underground) utilities through our  
properties or easements on our property. The requested authority would allow her to  
approve such use of County property, as appropriate. It is part of the normal course of  
business, and utilities remain subject to the appropriate processes for concerns and  
permits, as necessary.

OLD BUSINESS  
Member Brummel circled back to the earlier discussion regarding staff excellence and  
acknowledged the Stormwater Management team for the responsiveness and professionalism he  
has experienced over the years. He also recognized the continued improvement of coordination  
and cooperation between the County and municipalities in support of stormwater management  
and service to the community.  
NEW BUSINESS  
Chair Zay reported that several County-owned lots sustained tree damage following last week's  
tornado. A complaint was received alleging that the lots were not being maintained. Chair Zay  
clarified that County staff routinely inspect and maintain the properties, promptly removing  
hazardous or deteriorating trees as needed.  
Director Hunn added that the particular lot of concern was in the direct path of the tornado,  
making the damage unavoidable. Our staff arborist Luke Engel took immediate action to assess  
two different lots in the area, coordinating the tree trimming and removal with our contractors to  
address safety concerns. Several trees have been trimmed or taken down. They will finish the  
debris clean up as scheduling permits. We appreciate the prompt response and efforts of staff and  
contractors.
