10.A. MissionSquare Presentation  
Vince Allegra from Creative Planning Retirement Services and Ray Fortin from MissionSquare  
Retirement provided the committee with a 457 Plan investment review. Mr. Allegra reviewed the  
County's history with Creative Planning since 2018, compared 2018 data to current data, and  
provided an analysis and performance review on the County's various investment funds.  
Mr. Fortin stated that the County's participant balance was $96.6M as of October 31, 2025. The  
County has 1,416 participants including 726 active contributing participants, 112 active not  
contributing participants, and 578 separated from service participants. Mr. Fortin reviewed the  
education and outreach events MissionSquare provided throughout 2025, and thanked the  
County for its partnership for the past 34 years.  
Committee members discussed options and incentives for encouraging new employees to  
become active contributors, including a County matching program, a monetary incentive, and a  
program reminder at the end of probation.
