CALL TO ORDER  
Meeting called to order at 8:30 a.m. by Chairman Reyes.

ROLL CALL  
Upon roll call, Chairman Reyes and Commissioner Gravina were present.  
Commissioner Gravina moved and Chairman Reyes seconded the motion to allow Commissioner  
Kachiroubas to participate remotely. Roll call vote: all ayes. Commissioner Kachiroubas joined  
via Zoom.  
Staff members in attendance: Paul Bruckner (Assistant State's Attorney), Chief Garcia (Sheriff's  
Office), Lindsey Stern (Sheriff's Office), Debbie Krygowski (Merit Commission Assistant)

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve

Budget Status  
Ms. Krygowski presented the current Revenues and Expenditures Reports from FY2024 and  
FY2025.

Bills Payable  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve  
the 1/9/2025 Bills Payable List. Roll call vote: all ayes.

Candidate Status  
Ms. Krygowski presented the status of the candidates currently in the testing and certification  
process. Chairman Reyes inquired about the total retirements from 2024 to compare with the  
candidates hired. Ms. Stern will gather the information for the Commission.

Lateral Eligibility  
Discussion and consensus that lateral applicants currently employed by colleges and universities  
should be considered. Chairman Reyes asked Counsel Bruckner to prepare a change in the Rules  
and Regulations to specify that college/university and railroad police officers will be eligible for  
lateral transfer.

NEW BUSINESS  
a.  
Budget Transfer of $150.00 from 50040 "Part-Time Help" to 50030 "Per Diem/Stipend"  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to approve  
a budget transfer of $150.00 from 50040 "Part-Time Help" to 50030 "Per Diem/Stipend" for  
Commissioner stipends in FY2024.

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to postpone  
discussion to a future meeting.

REPORT FROM SHERIFF'S OFFICE  
No new report was shared.  
EXECUTIVE SESSION  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to enter into  
Executive Session. Roll call vote: all ayes.  
Paul Bruckner, Chief Garcia, and Lindsey Stern left the room.  
a.  
Pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act for the appointment,  
compensation, discipline, performance, or dismissal of a specific employee, one-on-one  
interviews.  
The Commission entered into Executive Session at 8:50 a.m.  
The Commission returned to Open Session at 10:15 a.m.

MATTERS TO BE REFERRED FROM EXECUTIVE SESSION (IF ANY)  
a.  
Action on the certification of candidates subject to one-on-one interviews on January 9,  
2025.  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to certify  
Corrections candidate 2824. Roll call vote: all ayes.  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to certify  
Law Enforcement candidate 2716. Roll call vote: all ayes.  
Candidates 2233, 2822 and 2823 were not certified.
