CALL TO ORDER  
The Special Call Meeting was called to Order by Chairman Reyes at 9:00 a.m., for the purpose of  
the Evidentiary Hearing, Case No.: 25-01.

Upon Roll Call, Chairman Reyes, Commissioner Gravina and Commissioner Kachiroubas, were  
present.

APPROVAL OF SPECIAL MEETING MINUTES FROM SEPTEMBER 4, 2025  
Chairman Reyes called for a Motion to approve the Special Meeting Minutes from September 4,  
2025.  
Commissioner Gravina moved to approve the Special Meeting Minutes September 4, 2025,  
seconded by Commissioner Kachiroubas. Upon a Roll Call Vote, all Commissioners voted Aye.  
The Motion carried.

EVIDENTIARY HEARING CASE 25-1  
The matter was heard in Executive Session.  
EXECUTIVE SESSION  
Chairman Reyes called for a Motion to recess into Executive Session, pursuant to 5 ILCS  
120/2(c)(1) of the Illinois Open Meetings Act, for the appointment, employment, compensation,  
discipline, performance, or dismissal of a specific employee.  
Commissioner Gravina moved to recess to Executive Session, seconded by Commissioner  
Kachiroubas. Upon a Roll Call Vote, all Commissioners voted Aye. The Motion carried.  
The Commission went into Executive Session at 9:03 a.m., for the commencement of the  
Evidentiary Hearing.

Matters to be referred from Executive Session (if any)  
The Commissioners returned to Open Session at 12:06 p.m. Upon a Roll Call, Chairman Reyes,  
Commissioner Gravina and Commissioner Kachiroubas were all present, along with the Merit  
Commission Assistant, Special Counsel to the Commission and Counsel for the Complainant  
and Respondent.  
Commissioner Kachiroubas made a motion to admit Exhibits M-R as part of the Record for Case  
#25-01. Commissioner Gravina seconded the motion. There was no objection from the Parties.  
On a roll call vote, all Commissioners voted aye. Where upon Chairman Reyes declared the  
Motion approved and the documents admitted.  
Chairman Reyes inquired of the Commissioners and the Parties as to their available dates to  
proceed to a Continued Evidentiary Hearing. After a discussion, it was the consensus of the  
Commission, with the concurrence of the Parties, that the matter be continued to Thursday,  
December 11, 2025, at 8:30 a.m.

ADJOURNMENT  
Chairman Reyes called for a Motion to recess the Special Call Meeting to December 11, 2025, at  
8:30 a.m. for the Continued Evidentiary Hearing. Commissioner Kachiroubas moved to recess  
the Special Call Meeting to December 11, 2025, at 8:30 a.m. for a Continued Evidentiary  
Hearing, seconded by Commissioner Gravina. Upon a Roll Call Vote, all Commissioners voted  
Aye. The Motion carried  
The Special Call Meeting concluded and the Commission will reconvene on December 11, 2025,  
at 8:30a.m.
