CALL TO ORDER  
Meeting was called to order at 8:34 a.m. by Chairman Reyes.

ROLL CALL  
Upon roll call, Chairman Reyes, Commissioner Kachiroubas, and Commissioner Gravina were  
present.  
Staff members present: Mark Winistorfer (Assistant State's Attorney), Chief Mark Garcia  
(Sheriff's Office), Lindsey Stern (Sheriff's Office), Debbie Krygowski (Merit Commission  
Assistant)

No public comment was offered.  
OLD BUSINESS  
a.  
Meeting Schedule Update  
Ms. Krygowski presented the revised Merit Commission meeting schedule and noted all dates  
are posted on the County website.

NEW BUSINESS  
a.  
Candidate Questions  
Discussion of the following:  
1. 2 Corrections candidates had difficulty obtaining official birth certificates due to the death of  
Cook County Clerk Karen Yarbrough and requested an extension to submit their official birth  
certificates. Discussion. The Commission agreed to grant these candidates additional time to  
submit official documents.  
2. 2 Corrections candidates missed the designated dates and times for fingerprinting as part of  
the application process and are asking to remain in the process. One had a death in the family  
and one "inadvertently missed" the dates. Discussion. The Commission denied the request; the  
candidates can apply at the next round of testing.  
3. Ms. Krygowski revisited the question of whether an LEB lateral applicant who was trained in  
Indiana but received a waiver from ILETSB and was employed at a local police department met  
the eligibility requirements. Discussion. The Commission agreed that an exception to the rule  
requiring attendance at an Illinois police academy could be waived in this situation.

REPORT FROM SHERIFF'S OFFICE  
The Sheriff's Office appreciates the efforts of the Commission and continues to need candidates  
to fill vacancies. Ms. Stern added that there are 6 deputies retiring in the first week of May.  
EXECUTIVE SESSION  
Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to enter into  
Executive Session. Roll call vote: all ayes.  
Chief Garcia and Lindsey Stern left the room.

Pursuant to 5 ILCS 120/2(c)(21) of the Open Meetings Act for discussion of minutes  
lawfully closed under this Act, whether for the purpose of of approval by the body of the  
minutes or semi-annual review of the minutes as mandated by section 2.06.  
Pursuant to 5 ILCS 120/2(c)(1) of the Open Meetings Act for the appointment,  
employment, compensation, discipline, performance, or dismissal of a specific employee,  
one-on-one interviews.  
The Commission entered into Executive Session at 8:46 a.m.  
Counsel Winistorfer left the room at 8:49 a.m.  
The Commission returned to Open Session at 9:29 a.m.

MATTERS TO BE REFERRED FROM EXECUTIVE SESSION (IF ANY)

Action on approval and/or release of minutes which were reviewed subject to a  
semi-annual review of minutes on April 25, 2024.  
Chairman Reyes called for a motion to release Executive Session Meeting minutes from  
9/14/2023; 9/21/2023; 10/5/2023; 101/19/2023; 11/2/2023; 11/16/2023; 12/7/2023; 12/21/2023;  
1/11/2024; 2/1/2024; 2/8/2024; 3/7/2024; and 3/21/2024. Commissioner Kachiroubas moved  
and Commissioner Gravina seconded the motion. Roll call vote: all ayes.  
b.  
Action on the certification of candidates subject to one-on-one interviews on April 25,  
2024.  
Chairman Reyes called for a motion to certify Corrections candidate 2624. Commissioner  
Kachiroubas moved and Commissioner Gravina seconded the motion. Roll call vote: all ayes.  
Chairman Reyes called for a motion to certify Lateral Transfer to Law Enforcement candidates  
2142, 2202 and 2203. Commissioner Kachiroubas moved and Commissioner Gravina seconded  
the motion. Roll call vote: all ayes.  
Candidate 2519 was not certified.

Commissioner Kachiroubas moved and Commissioner Gravina seconded the motion to adjourn.  
Voice vote: all ayes.
