CHAIRMAN'S REMARKS - CHAIR TORNATORE  
Chair Tornatore announced that the County is about to receive the 5 year Community Rating  
System verification from FEMA, improving from a class 6 to a class 5. This means a 25%  
discount for flood insurance to unincorporated residents. This will go into effect, April 1, 2024  
for the next five years. He thanked Paul Hoss, Department heads and staff that have worked hard  
to achieve this new rating.  
He shared that the County has made application to the Illinois Housing Development Authority  
under the Strong Community Program Grant. The County is seeking a maximum of $750,000  
associated with our Neighborhood Revitalization Program. These funds would also help with the  
new Affordable Housing Program the County is forming. Paul Hoss added that currently the  
County has $250,000 to use for the Neighborhood Revitalization Program and have identified  
approximately 150 properties that in someway would qualify for the funds.

OLD BUSINESS  
Member Rutledge asked Paul Hoss about Dark Skies. He explained that since the passage of the  
Dark Skies Resolution 18 months ago, the County has started encouraging it's usage in new  
Zoning cases. Chair Tornatore asked Paul Hoss to start work on creating an ordinance and bring  
that information to the Development Committee for discussion.
