CHAIRWOMAN'S REMARKS - CHAIR RUTLEDGE  
Chair Rutledge shared information about the DuPage County 2024 Sign Recycling Event taking  
place on campus April 5, 2024 and April 6, 2024. Chair Rutledge encourages people to  
participate in the No Mow Movement until Mother's Day in our area.  
PUBLIC COMMENT  
David Barcus, Dark Sky International, discussed the progress and benefits of a new Senate Bill,  
Outdoor Lighting Control Act, sponsored by Illinois State Senator Laura Ellman.  
Catherine Franczyk, Environmental Chair for the Wheaton League of Women Voters and board  
member of the Upper Mississippi River Region, invited people to join the Healthy Communities  
- Our Water and Watersheds, partnering with DuPage County Stormwater Division, the Forest  
Preserve District of DuPage County, and SCARCE taking place on April 24, 2024.

DuPage County Waste, Recycling, and Composting Hauler Reporting Ordinance  
Joy Hinz, Environmental and Sustainability Programs Manager, summarized the  
ordinance and answered questions from members. This ordinance supports the data that  
will measure residential and commercial composting, recycling, and waste in the County  
from every waste hauler effectively.

2023 Waste & Recycling Annual Report  
Joy Hinz, Environmental and Sustainability Programs Manager, provided an update of  
the 2023 DuPage Waste and Recycling Annual Report. The 2023 DuPage Waste &  
Recycling Annual Report is generated as part of the County’s role to fulfill the  
requirements set forth in the {Illinois} Solid Waste Planning & Recycling Act (415 ILCS  
15/). The Act tasks counties with planning for disposal capacity, the management of solid  
waste, and reducing municipal solid waste generation. DuPage County’s work in this area  
includes measuring composting, recycling, and waste generation rates on an annual basis.  
The County also assesses the activities at the state and national level in order to  
effectively implement these tasks.  
7.B. Climate Pollution Reduction Grant Update  
Joy Hinz, Environmental and Sustainability Programs Manager, updated the Committee on the  
status with the Climate Pollution Reduction Grant. $4.6 billion was released by the U.S  
Environmental Protection Agency and with encouragement for coalition, DuPage County has  
looked into several application opportunities including with Kane County, Cook County/City of  
Chicago, and the Metropolitan Mayors Caucus.

2024 Document Shredding Event Update  
Austin Knight, Environmental Specialist, shared an update about the 2024 Document  
Shredding Program Event. DuPage County Environmental Division sent the 2024  
Document Shredding Program solicitation to all local governments in the County,  
resulting in a response from 13 communities. The program offers local governments $500  
for an event, with Cool DuPage Partners eligible to receive an additional $150.

8.A. SCARCE  
Kay McKeen, Founder and Executive Director of SCARCE, presented a recap of the  
International Society of Sustainability Professionals (ISSP) gathering, teacher workshops, Illinois  
Counties Solid Waste Management Association (ILCSWMA), and Earth Flag Ceremonies.  
McKeen shared information about upcoming events for recycling, SCARCE, Glen Ellyn and  
Wheaton League of Women Voters, and Sustainable DuPage. McKeen also mentioned the  
educational programs at SCARCE that have reached nearly 3,000 students between the months  
of January and March.
